Position Description:
We are looking for an experienced DD professional to lead our Service & Support Administration (SSA) division (20+ staff), critical to the overall success of the agency. The SSA division of the ACBDD provides service coordination across all life areas and across all systems to nearly 400 children and adults eligible for county board services in Athens County. SSA supports individuals in determining and pursuing life goals.
Duties:
- Supervise the Service & Supports Administration (SSA) department to ensure the performance of duties as outlined in ORC Section 5126.15, OAC 5123:2-1-11.
- Evaluate performance of staff and make recommendations regarding personnel actions.
- Coordinate all activities associated with the administration of Home & Community Based Services (HCBS) and Supported Living.
- Serve as the Waiver contact with the DODD.
- Provide related oversight and tasks, such as public relations, staff and inter-agency training, billing and payment issues, and any related duties required.
- Provides oversight to intake process including determining eligibility for services and making recommendations on individuals’ eligibility to receive HCBS, including ensuring appropriate due process rights are communicated to ineligible individuals and to participate in hearings as needed.
- Ensure completion of written Individual Service Plans (ISPs) in accordance with applicable rules.
- Provide technical assistance and oversight to staff and others regarding the development and implementation of ISPs, utilizing a process consistent with Person Centered Thinking philosophy for making choices and selecting options, and the development of individualized budgets based upon assessed needs and desired outcomes of the individual in accordance with the fiscal review and authorization process.
- Assure performance of the ACBDD's duty regarding the individual's right to choose a qualified and willing provider.
- Promotes and implements the practice of fostering natural supports.
- Conducts regular staff meetings and keeps the superintendent informed of any staff, departmental and agency issues.
- Coordinate with AMHA to purchase and manage properties. Assist in developing and locating residential options.
- Work collaboratively with AMHA regarding maintenance issues.
- Make referrals to AMHA to fill vacancies in rental properties.
- Serve on management team to develop, implement, and provide on-going reviews of services/programs provided by the ACBDD.
- Responsible for identifying/managing departmental fiscal plans.
- Ensure appropriate communication regarding services.
- Cooperate and work with other managers and staff to complete the ACBDD plans as required by applicable law.
- Attend Board Meetings.
- Participate in professional growth opportunities.
- Responsible for completion and compliance of relevant reports and documents consistent with program responsibilities and others as may be assigned.
- Work with MEORC to ensure that the ACBDD's continuous quality assurance procedures are completed, monitoring Medication Administration Reports and implementing Plans of Compliance to ensure the health, safety, and welfare of all individuals served.
- Work with DODD and MEORC to ensure compliance with Provider Compliance Reviews are completed as assigned. Recruit providers, and assure all providers are maintaining proper certification.
- Schedule and facilitate provider meetings on a regular basis.
Requirements & Preferences:
- Bachelor’s degree required; graduate level degree or significant progress towards graduate degree strongly preferred.
- A minimum of five years of full-time supervised, paid work experience in programs or services for individuals with developmental disabilities; 10+ years preferred.
- Must be able to obtain and maintain Service and Support Administration Supervisor level certification through the Ohio Department of Developmental Disabilities.
- Two years of supervisory experience preferred.
- Demonstrates management and strong leadership skill.
- Service and supports experience preferred.
- Knowledge of other social service agencies, skill in preparing and maintaining meaningful, accurate, and concise records and reports.
- Ability to establish and maintain rapport with a diverse population of consumers, families, and staff in all areas.
- Ability to handle routine and sensitive inquiries from agency staff, families, guardians, and individual consumers.
- Ability to coordinate all service and supports activities, direct subordinates and volunteers, and write and/or edit material in regard to correspondence and publications.
- Must have a valid driver's license and be able to drive a vehicle or have transportation available for routine and emergency situations.
- Knowledge of ACBDD policy and procedure preferred.
