Every biennium, the legislature passes a two-year capital budget bill that includes funding for the maintenance, construction, and renovation of state facilities. Such buildings include state colleges and universities, prisons, mental health hospitals, and ODMR/DD developmental centers. Also included are smaller community projects requested by local entities. Unlike the biennial state budget which is funded through state General Revenue Funds, the capital budget uses the sale of state bonds which are paid off by debt service payments over a number of years.
This biennium's capital budget also attracted a number of provisions that the legislature wanted to accomplish before they broke for the summer. Many of these items were corrective of the state budget bill that was passed last year (House Bill 119 – Dolan) or were related to the budget for FY 09. Below is a summary of the language in the bill that may be of interest to OPRA members. The bill has passed the House and Senate. It is awaiting the Governor's signature and its provisions are subject to gubernatorial veto.
